First there are displacement effects since jobs created by one program are at the expense of other jobs. Then there are deadweight effects because labor market programs subsidize hiring that would have occurred anyway in the Calmfors (1994). Although the OECD countries on average spend 1% of GDP on ALMPs, the empirical evidence on their bene ciary e ects on the labour market is mixed.
